Idaho health plan for the uninsured

If you don’t have health insurance in Idaho, the state pays your medical bills through the Catastrophic Health Care program but then places a lien of virtually all of your assets to ensure payment when the asset is sold or upon death at estate settlement.

Is this a model for the future in other states or a scary reminder of the flaws in out health care delivery system?
